Why does my boyfriend have to go to court to sign papers?

So my boyfriend and his sister were accussed of something back in 2009. Now the officer called them up and said " after extensive investigation, there are no charges". they have to go to the courthouse to sign papers to destroy some doents. Why do they have to do that in court? Does it have to be witnessed by a judge?
