No. The rescue effort was incompetent. The whole affair was incompetent. It was an example of how not to do things. Even an incompetent government could get genocide better. Distasteful as the idea is. This was a disaster waiting to happen, nothing more. You cannot commit genocide by hurricane. People run away from them.
